How to Choose a Facebook Ads Agency in Pakistan: 7 Questions to Ask Before You Pay

Quick answer

Before you pay any Facebook ads agency in Pakistan, ask whether they will look at your courier data, what your break-even ROAS is, which number they will report weekly, who will actually run your account, what you keep if you leave, whether they guarantee results, and why their fee is structured the way it is. Good agencies answer all seven clearly.

Key takeaways
  • An agency that never asks for courier data can't know your real results as a COD brand.
  • The right answer to "Can you guarantee results?" is no; a guarantee on the agency's own fee, judged on margin, is a good sign.
  • Fees based only on a percentage of ad spend reward the agency for making you spend more.
  • Your ad account, pixel and page should always stay in your name.
  • Ask who will work on your account day to day, by name.

If you run an e-commerce brand in Pakistan, there’s a good chance you’ve already paid an agency that sent you nice-looking reports while the business went nowhere. That isn’t always dishonesty. Usually the agency was measuring the wrong thing.

Here are the seven questions we’d ask if we were in your seat, along with what a good answer sounds like and what should make you walk away. (Yes, we’re an agency. Ask us these too.)

1. “Will you look at my courier data?”

Why it matters: about one in five COD parcels in Pakistan comes back (18–20% nationally, DHL Pakistan). An agency that never looks at deliveries is judging itself on orders that were never paid for.

Good answer: “Yes. Send us your shipment report from the courier portal, and we’ll break returns down by city and product.”

Walk away if: “That’s an operations issue, we just handle the ads.”

2. “What’s my break-even ROAS?”

Why it matters: a target like “4x ROAS” means nothing without your margin. For one brand, 2.5x is profitable. For another, 3x loses money on every order.

Good answer: they ask for your order value, product cost and return rate, and work it out in front of you. (Here’s how to calculate it yourself.)

Walk away if: they quote a ROAS target before asking about your costs.

3. “Which number will you report to me every week?”

Why it matters: Meta’s ROAS includes people who only saw an ad and orders that were later returned. An agency can make that number look good without your business getting any better.

Good answer: “Delivered revenue and contribution margin, next to Meta’s number, so you can see the gap.”

Walk away if: “Sir, we look at ROAS.” If that’s the only answer, get up and leave. We’ve written more about the difference between Meta ROAS and delivered ROAS.

4. “Who will actually work on my account?”

Why it matters: the classic switch: the founder sells, an intern delivers.

Good answer: names and roles. “I do the strategy and the monthly review. [Name] runs your campaigns day to day.”

Walk away if: “Our team of experts will handle it.”

5. “If I leave, what do I keep?”

Why it matters: some agencies run your ads from their ad account, or hold back the pixel, page or creative files when you leave.

Good answer: “Everything stays in your Business Manager, in your name. If you leave, all access and creative files come back to you.” Ideally there’s a deadline written into the contract.

Walk away if: your ads run on an account you don’t own.

6. “Can you guarantee results?”

This one is a trick question. The right answer is no.

Half of your results depend on things no agency controls: your stock, your courier, your confirmation process, your product. Anyone who promises “4x ROAS” or “Rs 10 lakh in sales” is guessing, or plans to hit the number in ways that hurt you later (heavy discounts, cheap traffic).

Good answer: a guarantee on their own work, judged on your margin. For example: “If your margin isn’t above the baseline we both sign by month three, month four’s fee is free.”

7. “How much do you charge, and why is it structured that way?”

Why it matters: the most common model, a percentage of ad spend, pays the agency more when you spend more, even if the extra spend loses you money. That’s a built-in conflict of interest.

Good answer: a fee they can explain, ideally tied partly to the profit they create, not to how much you spend.

Walk away if: the main way they grow their fee is by telling you to spend more.

A few red flags in the first meeting

  • They don’t ask about your product cost, returns or courier.
  • They promise a specific ROAS or sales number.
  • They want full admin access before you’ve signed anything. View-only (Analyst) access is enough for an audit.
  • The proposal arrives before they’ve looked at a single number.

And a green flag

They tell you they’re not right for you. An agency that says “your margin is too thin for ads to fix, sort out bundles and confirmation first” is protecting its reputation, and your money. Saying no is rare in this market, and it’s a good sign.

Frequently asked questions

How much does a Facebook ads agency cost in Pakistan?

Fees range widely, from small monthly retainers to a percentage of ad spend. Compare what is included: whether the agency works on returns, margin and tracking, or only runs ads. A cheap fee can cost more if one in five orders comes back and nobody fixes it.

What should I ask a Meta ads agency before hiring?

Ask if they will look at your courier data, what your break-even ROAS is, which number they report weekly, who works on your account, what you keep if you leave, whether they guarantee results, and how their fee is structured.

Which is the best Facebook ads agency in Pakistan for COD brands?

Look for an agency that measures results on delivered orders and profit, not only Meta ROAS, and works on returns and tracking as well as ads. Adgrove works this way with Pakistani COD brands and offers a free profit-leak check.

Is it a red flag if an agency guarantees ROAS?

Yes. Results also depend on stock, courier and order confirmation, which no agency controls. A promise like "4x ROAS" is a guess, or will be hit in ways that hurt you later, such as heavy discounts.
